目前,我國電(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)(che)保有量(liang)已達4億輛。上(shang)下班、接(jie)送(song)孩子、購物外出、送(song)外賣,生活中電(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)(che)應用的場景無處不在。與此同時,電(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)(che)引(yin)發(fa)的火災數量(liang)連年(nian)增長(chang)。據統計,2023年(nian),國家(jia)消防救援(yuan)局(ju)共接(jie)報(bao)電(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)(che)火災2.1萬(wan)起。2024年(nian)12月31日(ri),由五(wu)部門(men)組織修訂(ding)的強制性國家(jia)標(biao)準GB 17761—2024《電(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)(che)安全技術規范》正式(shi)發(fa)布,該(gai)標(biao)準中有哪些措施來保障電(dian)(dian)動(dong)自(zi)行(xing)(xing)車(che)(che)質量(liang)安全?
電動自行車限速要求及防超速措施
為減少交通傷亡事故(gu),保護(hu)人民(min)群眾生命財產(chan)安全,標準(zhun)中規(gui)定的電動(dong)(dong)(dong)(dong)自(zi)行(xing)車(che)(che)最高車(che)(che)速(su)(su)為25km/h,但是電動(dong)(dong)(dong)(dong)自(zi)行(xing)車(che)(che)超速(su)(su)行(xing)駛的現象屢禁(jin)不止,主要(yao)(yao)原因是電動(dong)(dong)(dong)(dong)車(che)(che)電機(ji)(ji)動(dong)(dong)(dong)(dong)力有較(jiao)大(da)冗余,使(shi)得篡改最高車(che)(che)速(su)(su)有了可能(neng)。新標準(zhun)通過增加電動(dong)(dong)(dong)(dong)機(ji)(ji)空載反(fan)電動(dong)(dong)(dong)(dong)勢以及電感值差異系數等(deng)指(zhi)標要(yao)(yao)求(qiu),限制了電機(ji)(ji)最大(da)輸出能(neng)力,同(tong)時(shi)(shi)考慮(lv)到(dao)電動(dong)(dong)(dong)(dong)自(zi)行(xing)車(che)(che)載重(zhong)時(shi)(shi)短(duan)時(shi)(shi)爬坡等(deng)實際需要(yao)(yao),標準(zhun)中增加了電動(dong)(dong)(dong)(dong)機(ji)(ji)低(di)速(su)(su)運(yun)行(xing)時(shi)(shi)轉矩(ju)限值指(zhi)標,確保電機(ji)(ji)具備短(duan)暫輸出較(jiao)高扭矩(ju)能(neng)力,能(neng)夠應(ying)對短(duan)距離爬坡等(deng)特(te)殊工況。
電動自行車防火阻燃的要求
根(gen)據調查表明,電(dian)(dian)動(dong)自(zi)行(xing)(xing)(xing)車(che)電(dian)(dian)池(chi)(chi)是(shi)主要的(de)(de)(de)(de)起火(huo)(huo)源,而起火(huo)(huo)后(hou)電(dian)(dian)動(dong)自(zi)行(xing)(xing)(xing)車(che)上(shang)的(de)(de)(de)(de)塑料件、織物燃(ran)燒釋放(fang)(fang)黑煙(yan)是(shi)導(dao)致人員(yuan)在密(mi)閉空(kong)間內傷亡的(de)(de)(de)(de)主要原因(yin),因(yin)此(ci)新標準在電(dian)(dian)動(dong)自(zi)行(xing)(xing)(xing)車(che)防火(huo)(huo)阻燃(ran)方(fang)面提出了(le)多項(xiang)規定,有效降低火(huo)(huo)災(zai)傷亡的(de)(de)(de)(de)可能(neng)。一是(shi)嚴格(ge)鋰(li)電(dian)(dian)池(chi)(chi)的(de)(de)(de)(de)使用(yong),因(yin)鋰(li)元素化學性(xing)質活潑,相較于傳統鉛(qian)酸電(dian)(dian)池(chi)(chi),鋰(li)電(dian)(dian)池(chi)(chi)事故(gu)更為常見,新標準對(dui)鋰(li)電(dian)(dian)池(chi)(chi)進(jin)行(xing)(xing)(xing)了(le)嚴格(ge)規定,首先限制了(le)電(dian)(dian)池(chi)(chi)最大輸出電(dian)(dian)壓為60V,其(qi)(qi)次通過電(dian)(dian)池(chi)(chi)的(de)(de)(de)(de)標志(zhi)、過充電(dian)(dian)、過放(fang)(fang)電(dian)(dian)、外部短路、熱濫用(yong)以及針刺測試等項(xiang)目規定,嚴格(ge)保障(zhang)電(dian)(dian)池(chi)(chi)質量(liang)安(an)全(quan);二是(shi)對(dui)電(dian)(dian)動(dong)自(zi)行(xing)(xing)(xing)車(che)原材料的(de)(de)(de)(de)阻燃(ran)性(xing)能(neng)進(jin)行(xing)(xing)(xing)規定,加(jia)強了(le)材料的(de)(de)(de)(de)安(an)全(quan)性(xing)能(neng);三(san)是(shi)限制了(le)電(dian)(dian)動(dong)自(zi)行(xing)(xing)(xing)車(che)塑料件的(de)(de)(de)(de)質量(liang)占比,鼓(gu)勵企業使用(yong)其(qi)(qi)他不可燃(ran)材料代替塑料。多措(cuo)并舉降低電(dian)(dian)動(dong)自(zi)行(xing)(xing)(xing)車(che)起火(huo)(huo)事故(gu)的(de)(de)(de)(de)可能(neng)。
電動自行車防篡改的措施
雖然國標對(dui)電(dian)(dian)(dian)動自(zi)(zi)行車(che)(che)最高車(che)(che)速(su)、電(dian)(dian)(dian)池輸出(chu)電(dian)(dian)(dian)壓等(deng)方面(mian)進(jin)行限(xian)制,以保(bao)(bao)證(zheng)行駛安全(quan),但(dan)是因這(zhe)(zhe)些參數易被篡(cuan)改(gai)(gai)(gai),使得這(zhe)(zhe)些安全(quan)保(bao)(bao)障(zhang)措施無法起到作(zuo)用。新(xin)標準(zhun)(zhun)分(fen)別從電(dian)(dian)(dian)池組、控制器(qi)(qi)(qi)、限(xian)速(su)器(qi)(qi)(qi)三個方面(mian)提出(chu)防篡(cuan)改(gai)(gai)(gai)要(yao)求(qiu)。如電(dian)(dian)(dian)動自(zi)(zi)行車(che)(che)不(bu)應(ying)預留擴展車(che)(che)載(zai)電(dian)(dian)(dian)池的接口或(huo)線(xian)路;控制器(qi)(qi)(qi)不(bu)能(neng)通過(guo)剪線(xian)、跳線(xian)等(deng)方式修改(gai)(gai)(gai)功能(neng),不(bu)應(ying)兼容多種輸入電(dian)(dian)(dian)壓模(mo)(mo)式;要(yao)求(qiu)限(xian)速(su)器(qi)(qi)(qi)無論(lun)是單獨的模(mo)(mo)塊,還是集(ji)成在控制器(qi)(qi)(qi)內(nei)部,均不(bu)應(ying)具備修改(gai)(gai)(gai)限(xian)速(su)值(zhi)功能(neng)。此外給出(chu)了六(liu)大(da)類常見的防篡(cuan)改(gai)(gai)(gai)檢查(cha)方法示例,為產品防篡(cuan)改(gai)(gai)(gai)設(she)計(ji)及檢測抽查(cha)提供指導和依據。同時,新(xin)標準(zhun)(zhun)要(yao)求(qiu)電(dian)(dian)(dian)動自(zi)(zi)行車(che)(che)落實(shi)“一(yi)車(che)(che)一(yi)池一(yi)充(chong)一(yi)碼(ma)”,即(ji)車(che)(che)、電(dian)(dian)(dian)池、充(chong)電(dian)(dian)(dian)器(qi)(qi)(qi)要(yao)能(neng)一(yi)碼(ma)對(dui)應(ying),從技術上大(da)幅(fu)提高非法改(gai)(gai)(gai)裝門檻(jian),有利于(yu)逐步減少乃至杜(du)絕改(gai)(gai)(gai)裝行為。
經營用電動自行車需要安裝北斗定位系統
強制(zhi)要求經(jing)營(ying)(ying)用電(dian)動(dong)自(zi)(zi)行(xing)(xing)車安裝北斗模(mo)塊,這是促(cu)進(jin)營(ying)(ying)商環(huan)境的(de)重(zhong)要舉措(cuo)。北斗模(mo)塊可(ke)以(yi)(yi)記錄電(dian)動(dong)自(zi)(zi)行(xing)(xing)車當前所處的(de)位置(zhi)、速度(du)等信息,并通過通信模(mo)塊實時反饋給用戶,讓經(jing)營(ying)(ying)平臺隨時掌(zhang)握運營(ying)(ying)車輛動(dong)態(tai),一旦發(fa)現超速、被盜、交通事故等情況,可(ke)以(yi)(yi)及(ji)時反饋,有效保(bao)障電(dian)動(dong)自(zi)(zi)行(xing)(xing)車在經(jing)營(ying)(ying)活動(dong)中使用規范、安全。
其他重要修改項目
一(yi)是(shi)提高了(le)對生(sheng)產(chan)企(qi)業(ye)的(de)(de)(de)質(zhi)量保(bao)障要求,新標(biao)準明確要求生(sheng)產(chan)企(qi)業(ye)應(ying)具有與電(dian)(dian)動(dong)自(zi)行(xing)車產(chan)能相匹配的(de)(de)(de)整(zheng)車及車架的(de)(de)(de)生(sheng)產(chan)能力(li)(li)、檢(jian)(jian)測能力(li)(li)和(he)質(zhi)量控制(zhi)能力(li)(li),規定了(le)電(dian)(dian)動(dong)自(zi)行(xing)車的(de)(de)(de)常規檢(jian)(jian)驗和(he)型式檢(jian)(jian)驗項(xiang)目;二(er)是(shi)取消了(le)強制(zhi)安裝(zhuang)腳(jiao)踏(ta)騎行(xing)裝(zhuang)置(zhi)的(de)(de)(de)要求,該項(xiang)改(gai)動(dong)既符合(he)目前消費者(zhe)的(de)(de)(de)用車習慣,也(ye)降低了(le)企(qi)業(ye)生(sheng)產(chan)成本(ben);三是(shi)鼓勵電(dian)(dian)動(dong)自(zi)行(xing)車安裝(zhuang)后視(shi)鏡,電(dian)(dian)動(dong)自(zi)行(xing)車后視(shi)鏡能有效(xiao)減少騎行(xing)者(zhe)視(shi)野盲區,提高騎行(xing)的(de)(de)(de)安全性和(he)便利性。
根據新(xin)(xin)標(biao)準要求,2025年(nian)9月1日(ri)以(yi)后,所有新(xin)(xin)生產的(de)(de)電動(dong)(dong)自(zi)(zi)行車(che)都必(bi)須符合新(xin)(xin)標(biao)準要求。電動(dong)(dong)自(zi)(zi)行車(che)新(xin)(xin)國(guo)標(biao)實施后,電動(dong)(dong)自(zi)(zi)行車(che)安(an)全性能(neng)增強,為人民(min)群眾的(de)(de)綠色(se)出行提(ti)供了更(geng)加安(an)全保障。消費者在購買(mai)電動(dong)(dong)自(zi)(zi)行車(che)時要仔(zi)細(xi)檢查所購買(mai)車(che)輛的(de)(de)生產日(ri)期(qi)和銘(ming)牌,以(yi)確保購買(mai)到安(an)全、便(bian)利的(de)(de)新(xin)(xin)國(guo)標(biao)電動(dong)(dong)自(zi)(zi)行車(che)。
